Educate the whole population about natioal wealth and the proper use of national wealth.

By the way when u’ve corrupt leaders who misuse the ultimate income of electricity then when should we blame the simple guys who just wanna save a couple of pennies?

Yes, we still can and should blame those involved in power theft. You may have heard that two wrongs do not make a right. So if the leaders are corrupt, people need not follow them. If they are believers, they should turn to their scriptures and see it as a sin; if non-believers, they should reckon it part of human responsibiity toward other humans.
